Texas Governor Greg Abbott (R) designated cartels as “terrorist organizations” due to mass smuggling of fentanyl through the southern border, resulting in hundreds of thousands of American overdose deaths.
“Texans are victimized by Mexican cartels that produce and import (fentanyl). The cartels are terrorists, and it’s about time we started treating them that way,” Abbott said Wednesday during a press conference in Midland.
“So today, I have issued this executive order designating cartels as terrorists in Texas.”
Fentanyl overdose deaths have become the number one cause of death for Americans between 18-45 years old.
Abbott also said the Texas government is moving “to reclassify fentanyl overdoses as fentanyl poisoning.”
“We will be looking to elevate to murder the charge of anyone who knowingly provides fentanyl to someone who loses their life because of it,” he said.

“I’ve also directed Texas agencies to alert the public about the fentanyl crisis, including schools and workplaces through mediums like social media and public service announcements to make clear, that truly one pill can kill,” Abbott said.
The Texas governor called for Joe Biden and Kamala Harris to follow suit and classify cartels as terrorist organizations at the federal level.
“Today I also sent this letter to president Biden as well as Vice President Harris demanding that they classify Mexican drug cartels operating in Texas as terrorist organizations,” he said.
“Fentanyl is a clandestine killer, and Texans are falling victim to the Mexican cartels that are producing it,” said Governor Abbott.
“Cartels are terrorists, and it’s time we treated them that way. In fact, more Americans died from fentanyl poisoning in the past year than all terrorist attacks across the globe in the past 100 years. In order to save our country, particularly our next generation, we must do more to get fentanyl off our streets.”

Governor Abbott also directed DPS and law enforcement agencies to identify Texas gangs that support Mexican drug cartels and seize their assets in order to disrupt cartel networks operating in Texas communities, as thousands of Texans have been poisoned unwittingly by counterfeit pills laced with the deadly synthetic opioid.
With Mexican drug cartels disguising fentanyl as counterfeit pills and targeting children with “rainbow fentanyl” pills, the Governor emphasizes in his letter that immediate decisive action is needed from the Biden Administration to combat this deadly crisis impacting the nation.
Yesterday, the Governor sent a letter to state agency leaders directing them to ramp up efforts to combat the fentanyl crisis by preparing for the next legislative session with statutory changes, budget priorities, and other initiatives that will enhance Texas’ ability to combat fentanyl deaths across the state. The letter further directs state agencies to coordinate efforts to raise awareness of fentanyl’s lethality and prevalence.
“The Centers for Disease Control and Prevention (CDC) estimates that more than 108,000 people in the U.S. died of drug overdoses between February 2021 and February 2022,” the New York Post reported.
“Of those, more than 70% involved fentanyl and other synthetic opioids.”
